State contacts of web switch

Hi
I wonder if in any older vercion there's a possibility
or its regular , the contacts state return to off  state after
(12v) power loose.(in case that you loose and internet and you
don't have communication to control the web switch).

When powering up the relay ouputs will return to the same state as before the 12V was lost. If the Internet fails the relays does not change

Thats i say , but is it possible to return to normaly "off" state?
Lets say that we power on two contacts and we loose power and internet,
when the power come back but not the internet  we will have two contacts on
that we can't control them.
Is it possible this to change or is regular in any vercion ?
