I made a level converter and solved my problem.  I used a 3.3V three terminal regulator, bypass capacitors for it, and a 74AUP1G07 fed with about 1 volt from a 1K and 2.2K ohm resistor voltage divider.  The open drain output is pulled up to 3.3V through a 1k resistor.  I tapped power from the 8 volts to front panel.

About the same, 0.02-0.79 volts.  I guess I will try to build a level converter.  What do you recommend for a high voltage, 5 volts?  3.3 volts?

I'm still having the same problem.  I put an oscilloscope on the data output line from the IC-7100 and it looks low, only swings between 0.04 and 0.84 volts between mark and space.  It goes to a 3.3V microprocessor in the IC-7100 control head so I think something is wrong with it.  Maybe I damaged it when I got the RJ-45 connectors confused.  It still works with a direct cable connection, though.

Is 0.84 volts enough voltage for the RRC1258?

I just checked the jumpers with an ohm meter, they are correct.

The version numbers of the radio are:
CPU M 1.03
    S 1.00
    C 1.00
DSP I 1.01
     D 1.00

I will configure my router to allow access to the radio but it will take me a day or two.  Right now both units are on the same LAN so I do not have port forwarding configured.

I'm having the same problem.  New IC7100 and new RRC-1258 MkII received last week.  Firmware is version 2.79.  Power up and down is the only function that works.  Both units are on the same LAN right now.  I can configure remote access to both units if that will help troubleshoot,
