HRD Won't Turn on TS-480 when initiating session.

I have Ham Radio Deluxe connected to my control side box using the USB connection. When initiating a session, HRD will not turn on the TS-480 on the remote side. I can turn on the radio using the power switch on the TS-480. Once the radio is turned on via the power switch, all functions of HRD work including turning off the radio via HRD and turning on the radio via HRD.

Any idea as to why HRD will not turn on the radio without the power switch on the control head having been turned on first?

There is no connection between the boxes until you have switched on the panel, so no data is transferred. Yellow LED at MIC/AUX connector indicates that connection is up.
